This article analyzes the effectiveness of passive transparency in the municipal Legislative Branch of the Seridó Potiguar region, located in the state of Rio Grande do Norte, Brazil, based on the application of an evaluation scale grounded in the provisions of the Access to Information Law (Law No. 12,527/2011). The study adopted a qualitative-quantitative approach, involving formal requests for access to information submitted to municipal chambers and assessed according to criteria of timeliness, completeness, clarity, and availability of responses. The findings reveal a context characterized by significant institutional asymmetries, with the coexistence of highly effective practices and cases of complete absence of response. The analysis indicates that formal compliance with legal requirements does not necessarily ensure the effective realization of the right to access information, highlighting persistent organizational and communicational constraints within local legislative institutions. The results provide elements for rethinking administrative practices related to public information management at the municipal level.
