La Revista da CGU abre convocatoria de trabajos para el Dossier Especial sobre Gobierno Abierto: Transparencia, Participación y Ombudsman.

Revista da CGU invites researchers, professionals, public managers, and other interested parties to submit scientific articles for its 33rd edition, dedicated to the theme “Open Government: Transparency, Participation, and Ombudsman Services”.

This edition aims to bring together works that explore experiences in deepening accountability through the adoption of aspects of the Open Government paradigm. The goal is to foster debate on promoting a more democratic, transparent, collaborative, and accessible public administration, through practices that strengthen integrity, social oversight, and the expansion of trust between the State and society.

Contributions are welcome, primarily—but not exclusively—on the following areas of interest:

  • Models and international experiences of Open Government from a multidimensional perspective of Transparency and Access to Information, Social Participation, and Collaboration
  • Open Data initiatives, with a focus on their impacts and implementation challenges
  • Strategies for citizen engagement, social participation, and public co-production
  • The role of public ombudsman offices in listening to and mediating with society
  • Institutional innovation and digital transformation, aimed at transparency and citizen-centered solutions
  • Collaborative governance and public integrity: participatory solutions developed jointly with society to address government issues

This edition will feature editorial curation by a group of distinguished guest editors, each with extensive technical and academic experience in the field:

  • Antônio Marconi Lemos da Silva – Executive Secretary of the Office of the Comptroller and Ombudsman General of the State of Ceará
  • César Nicandro Cruz-Rubio – Professor at the Universidad Complutense de Madrid and President of GIGAPP (Research Group on Government, Administration, and Public Policy)
  • Fernanda Campagnucci – Executive Director of InternetLab
  • Mário Vinícius Spinelli – Professor at EAESP/FGV
  • Thiago Ferreira Dias – Professor at UFRN

The deadline for submitting papers is February 1, 2026, and publication is expected in May 2026.

Revista da CGU (ISSN 2595-668X) is a scientific journal published by Brazil’s Office of the Comptroller General (CGU). It aims to disseminate and promote knowledge and research in the following topics: accountability and anti-corruption policies; internal control and public audit; governance and risks; correctional procedures and administrative liability; transparency and social oversight; integrity and public ethics; ombudsman activities and public participation; and corruption prevention and fighting. We are also interested in promoting studies focused on research methodology around these topics.
