Estudo sobre a eficácia e a eficiência do uso da ferramenta Alice como fundamento para a prevenção e o combate à corrupção no âmbito da Controladoria-Geral da União

O artigo se dedica a avaliar a eficiência e a eficácia do uso de ferramenta de inteligência artificial como auxílio na prevenção e no combate à corrupção. A pesquisa focou na utilização do robô Alice, na Controladoria-Geral da União, e foi baseada nos indicadores de eficiência e eficácia relacionados à economicidade (benefício financeiro) e a qualidade dos alertas gerados pela ferramenta. Os resultados encontrados possibilitaram verificar que a ferramenta Alice é eficaz, pois atinge o objetivo de identificar tempestivamente a ocorrência de fraudes, desvios, irregularidades ou erros que possam comprometer os objetivos da licitação; e eficiente, pois os benefícios financeiros gerados pela ferramenta são superiores aos seus custos, notadamente
em relação ao custo do trabalho dos auditores envolvidos. No entanto, a ferramenta carece de melhorias, pois a quantidade de alertas improcedentes foi considerada alta (76,4%), causando impacto na carga horária dos auditores da CGU envolvidos nos tratamentos desses alertas.
