A construção de uma identidade: Vinte anos de CGU
Resumo
O presente artigo resume a trajetória da Controladoria-Geral da União (CGU) desde a sua sugerida criação, em 2003, considerando os moldes atuais, até os dias de hoje. O estudo tem como base teórica o institucionalismo histórico e discute as mudanças ocorridas na instituição de controle nesses vinte anos de atuação. A evolução institucional da CGU caracteriza-se por ameaças, embates entre coalizões, mudanças incrementais e não incrementais, e entregas à sociedade brasileira que a transformaram em referência em suas áreas de atuação. O artigo aponta que a CGU, fez opções em sua história que visavam primariamente à proteção institucional, graças à atuação de knowledge brokers e em razão de contextos políticos em que esteve inserida. O artigo conclui que independentemente das prioridades escolhidas pela instituição nas ações de controle interno, proteção do patrimônio público, fortalecimento do controle social ou enfrentamento da corrupção, a CGU construiu uma identidade reconhecida nacional e internacionalmente.
