Falácias da corrupção e percepção da corrupção no Programa Bolsa Família: o caso do Paraná

Abstract

O Programa Bolsa Família tem sido criticado nos últimos anos por ser eleitorado, cliente e assistencialista. Em geral, trata-se de um programa com alto índice de percepção de corrupção. A partir de dados de 55 fiscalizações realizadas pelo CGU Regional Paraná, é mostrado como um caso estudado ou programa que apresenta um baixo índice de corrupção. Isso é uma hipótese comum de que a percepção de corrupção está diretamente relacionada à corrupção de fato. O conhecimento e a divulgação de índices e análises de corrupção são essenciais para que não haja distorção de opinião pública no tocante ao apoio ao programa.
