O que sabemos sobre transparência pública? Uma revisão bibliográfica das abordagens normativa, conceitualista e empírica

Este artigo é uma revisão de literatura destinada a compreender e refletir criticamente sobre as diferentes formas de pensar e analisar o direito de acesso à informação e a transparência pública. Uma abordagem normativapreocupa-se principalmente com perguntas sobre o que desejamos ou esperamos obter como resultado de políticas de transparência pública. A abordagem conceitualista busca trazer definições sobre o significado dos
termos transparência, segredo, publicidade e acesso à informação, bem como os tipos de transparência e suas conseqüências para o sistema político. Já existe uma abordagem empírica para analisar concretamente quais são os efeitos e os efeitos observáveis de políticas de transparência em contextos e sob condições específicas. Argumento que aborda exclusivamente normativa se mostra insuficiente para compreender os desafios e entra em conflito com o acesso à informação enfrentada para produzir os resultados esperados e, consequentemente, para desenvolver políticas após superá-los. É preciso ter clareza sobre conceitos e etapas seqüenciais que podem ser executadas com políticas de desbloqueio de alterações
nos sistemas políticos.
