Transparência governamental na Internet: uma análise comparativa no âmbito do poder executivo brasileiro e espanhol

Este estudo objetiva analisar os níveis de transparência dos portais eletrônicos dos Estados brasileiros e das Comunidades Autônomas espanholas, com vistas a identificar diferenças e similaridades existentes no âmbito de um país desenvolvido e um país em desenvolvimento. Utiliza-se do Modelo para Avaliação da Transparência da Gestão Pública – ATGP – para analisar uma amostra composta por 43 portais de transparência. A coleta de dados ocorreu no 4º trimestre de 2015, por meio da visita aos portais e verificação do atendimento aos critérios de avaliação do modelo utilizado. Os resultados apontaram discrepâncias em relação aos dois países, argumenta-se que a existência de legislação sobre transparência não é fator que por si só torne determinado governo mais ou menos transparente, existe uma necessidade de internalização de cultura de transparência, que envolve tanto os agentes públicos responsáveis pela divulgação das informações, quanto a sociedade, que precisa se tornar um participante ativo no processo político.Downloads
