Controle Social: o que as evidências realmente mostram?

Abstract

As amostras empíricas de impactos tangíveis de iniciativas de controle social são ambíguas. Esta
metanálise reinterpreta como análises por meio de uma nova lente: uma distinção entre abordagens táticas e estratégicas
para promoção da voz cidadã para melhorar o desempenho do setor público. Experimentos de campo
estudados, selecionados e limitados, selecionados em premissas otimistas sobre o poder da informação como único elemento para motivar uma ação coletiva e influenciar o desempenho do Estado. Estudos sobre estratégias
mutidimensionais que geram ambientes propícios para a ação coletiva e impulsionam a capacidade estatal de
responder a essa participação são mais promissores. As estratégias-sanduíche possibilitam que “voz” e “dentes”
se empoderar mutuamente, por meio da sinergia Estado-sociedade.
