Public procurement in Spain in the context of the Covid-19 Pandemic

This research work focuses on contracting during the pandemic generated by Covid-19. In this situation institutions Government-General -Administration of the State, Autonomous Communities and Autonomous Cities - have approved a set of special legislation about this issue during the period between March and August 2020 by the Spanish public institutions. To study this, it has started from a neo-institutionalist approach that takes into account the effects of normative changes through isomorphism and such as these comments to decision makers. The methodology used has been based on the analysis of different documents generated by the Independent Office for Procurement Regulation and Supervision (OIReScon). Among the most important results, it can be noted that almost all of the institutions studied have taken advantage of the flexibilities in the procurement legislation to generate ambiguity that have allowed them to temporarily skip the information and publication obligations. It has been highlighted that regulatory state changes have great influence over both passed legislation and administrative procedures.
