Emergency situations, social control, courts of accounts and jurimetrics: A study of decisions on complaints and representations submitted to the Federal Court of Accounts

The general objective of this study is to describe and explain the decisions on the complaints and representations presented to the Federal Court of Accounts (TCU), in Emergency Situations or States of Public Disaster. The work has as specific objectives to answer the following questions: How are the decisions of the TCU distributed in these judgments according to the variables of the case? How can these decisions be explained? How can these decisions be predicted? The research is quantitative and uses documentary technique. The electronic documents were collected on the TCU website. Data analysis was done through Jurimetrics, Statistics applied to Law. The work is justified to the extent that it is necessary to know the concrete application of the laws, to improve the legislative process and the performance of the Courts of Accounts. The objectives of the work are met, once the description of the processes is presented, and an explanatory model and a predictive model are built.
