Nuances of Institutional Adhesion to Integrity Promotion Plan of Minas Gerais

Abstract

The corruption prevention as an alternative control approach has been gaining ground in organizations through the consolidation of policies and programs of integrity promotion. Within the specific context of the implementation of the Integrity Promotion Plan of Minas Gerais (PMPI), the objective of this article is to analyze the movement for the institutionalization of public integrity actions in the state, aiming to understand how state agencies and entities are mobilizing to respond to new ethical requirements and evaluating more or less favorable conditions for the adhesion to this initiative. It was built a proper model of analysis that was extracted from some paradigms of the Theory of Organizations: interactionism of the institutional objectives with the anticorruption cause, institutional protagonism, institutional survival and institutional entrepreneurship. In the qualitative research, perceptions of agents who are protagonists of the consolidation of the PMPI were raised in bodies and entities that have already joined the process, through interviews and testimony collections. The paper concluded that each institution studied presents variations in the implementation of the plan, that may correspond, in practice, to different intensities in the responses to stimulus and coercions imposed by the General Comptroller Office as coordinator of the PMPI in the state.

  • Camila Montevechi, Universidade Federal de Minas Gerais
    Doutoranda em Ciência Política pela Universidade Federal de Minas Gerais (UFMG) e mestra em Administração Pública pela Fundação João Pinheiro - Escola de Governo de Minas Gerais (2016). Graduada em Gestão de Políticas Públicas pela Universidade de São Paulo (USP) em 2010 e certificada em Administração Pública pela University of La Verne, Califórnia, EUA (2012). Atualmente, é pesquisadora do projeto Media Bias, do Departamento de Ciência Política da UFMG, que estuda o impacto da mídia na formação de capital político dos governantes, na avaliação dos governos e nas eleições. Atuou na Controladoria-Geral do Estado de Minas Gerais com políticas preventivas de combate à corrupção e promoção da integridade e controle social.
