Abstract

ABSTRACT: the general objective of the article is to analyze the municipal, state and district legislation with a forecast of mandatory adoption of integrity programs by contractors, and for a specific objective to analyze the existing disparities between the norms, that end up generating different obligations in the market, without forgetting the further regulation by Federal Act 14.133/2021. The theoretical framework of the research is the concept of regulation by Fábio Carvalho, and the article is developed from the analysis of the norms with forecast of the adoption of integrity programs in public contracting, in order to problematize the incentives that it is intended to generate in the market and , finally, to study the supervenience of Federal Act 14.133/2021, discussing the correctness of the general rules of the norm.
