Implementation of integrity programs in public administration: a systematic literature review

Integrity in public administration is a topic that has been gaining increasing importance, both to ensure compliance with laws and regulations and to prevent and combat fraud and acts of corruption. In this sense, integrity programs assume a strategic role for the development of a culture based on transparency, ethics, and accountability. Subsequently, CGU Ordinance No. 784, from 2016, instituted the Public Integrity.
Promotion Program (PROFIP) and made it mandatory to implement internal management controls by agencies of the Federal Executive Branch (CGU, 2016). In this context, the present study conducts a systematic literature review (SLR) to analyze scientific publications focusing on the implementation of integrity programs in Brazilian public administration. The protocol composed of five stages, developed by Cronin, Ryan, and Coughlan (2008), was adopted for research selection, considering the ten-year period from 2014 to 2023. The results indicate growth in academic production, with an emphasis on the need for ethical and transparent approaches in governance. However, the examined research presents limitations related to representativeness and practical depth. It is worth noting that, although still incipient, empirical studies and comparative analyses are necessary and relevant. Finally, we conclude that, despite progress, there is a continuous demand for research contributing to the effective implementation of integrity programs, suggesting directions for a future research agenda such as longitudinal studies, cultural adaptation, and technological integration.
