Climate integrity and governance: analysis of transparency and public controls in federal adaptation programs in Brazil

This article analyzes how public integrity principles are incorporated into federal climate adaptation programs in Brazil, focusing on the National Adaptation Plan (PNA) and the Green Growth PAC (PAC Verde). Based on a qualitative and exploratory approach, official documents, audit reports, and transparency platforms were examined to assess the presence of internal control mechanisms, accountability, transparency, and social participation. The findings reveal that both programs face significant institutional weaknesses, including the absence of specific integrity plans, limited proactive transparency, and lack of consolidated accountability channels. The discussion suggests that such gaps undermine the legitimacy and effectiveness of adaptation policies in the country and provides recommendations to strengthen climate governance based on national and international good practices in public integrity.
