Governança climática urbana, adaptação e direitos humanos: o caso do projeto ‘Municípios Paulistas Resilientes’

Este artigo analisa aspectos da governança climática urbana com foco na adaptação e na promoção e proteção dos direitos humanos nas cidades brasileiras. Argumenta-se que a ameaça aos direitos humanos nas cidades não decorre das mudanças climáticas em si, mas da ausência de ações políticas adequadas — ou do fracasso dessas ações — relacionadas à mitigação das mudanças climáticas, ao aumento da capacidade adaptativa e à construção de resiliência entre grupos sociais vulnerabilizados. A metodologia inclui revisão de literatura e análise de caso do projeto "Municípios Paulistas Resilientes". O artigo conclui que uma governança climática com aspectos multinível, multiatores, multissetorial, multidimensional e multissaberes é essencial para garantir a proteção dos direitos humanos e adaptar as populações aos desafios da emergência climática.
