Dados abertos: uma análise da Empresa Brasileira de Serviços Hospitalares e de sua rede de hospitais universitários federais

Open data has its relevance recognized worldwide in different sectors for greater transparency, social control, service efficiency, innovation, and economic growth, with great potential in ??public health. In Brazil, the National Open Data Policy (PNDA) seeks to contribute to these benefits being achieved, but there are still difficulties in its implementation, so that the data published by public institutions do not meet all the principles to be considered open. With this study, we sought to analyze the degree of alignment of the Empresa Brasileira de Serviços Hospitalares (Ebserh) and its network of federal university hospitals with the principles of the PNDA. The survey of open data published by the 39 units of the Ebserh network was carried out on the Gov.Br portal, recording the types of data and their characteristics. The degree of alignment of the Ebserh network with the principles of open data was calculated according to the score obtained by the units evaluated in the questions defined according to the PNDA. It was found that only 21 of the Ebserh network units (51%) publish open data, totaling 854 data sets. The degree of alignment identified was 35%, considering the entire Ebserh network, and 67%, considering only the network units that publish open data. It appears that the units of the Ebserh network are at different maturity levels regarding data opening, and no unit meets all the PNDA principles, which can make it difficult to search, reuse, and interoperate data. The quality of open network data needs to be improved so that it can be useful for different reuse purposes. It points to the importance of recognizing data as a strategic asset in the Ebserh network, clarifying issues regarding the General Law for the Protection of Personal Data and establishing a data governance policy.
