Open government in brazilian foreign policy: practices and limitations of the Access to Information Law in the Ministry of Foreign Affairs

This article analyzes the institutional dynamics of the Access to Information Law as an Open Government practice in Brazilian foreign policy, using the Ministry of Foreign Affairs as a case study. It argues that, although the law has expanded transparency mechanisms, its effectiveness remains influenced by secrecy prerogatives, institutional arrangements, and an organizational culture oriented toward information restriction. Methodologically, it combines normative analysis with a qualitative and quantitative empirical examination of data on information classification, access requests, and active transparency indicators from official sources. The findings show that the Itamaraty concentrates a significant volume of classified documents, faces high demand for access with patterns of extensions and appeals, and exhibits low performance in active transparency, especially regarding open data. It concludes that Open Government in Brazilian foreign policy advances in an incremental and contested manner, revealing recurring limitations.
