Process Mining as a Tool for Promoting Transparency: Opportunities and Challenges

Public transparency enables the exercise of democracy by guiding public institutions to better management practices and by promoting citizens’ active participation in public management. Transparency is an essential conduct in a democratic context, its practice must be continuously encouraged and improved, especially considering the possibilities that emerge from new technologies, including technologies related to information management. In this essay, we explore the potential of process mining as a technological agent to support public transparency. The ability of process mining to enable the visual and analytical analysis of data related to the logs of process execution within the public administration, as well as its ability to enable predictive and prescriptive modeling, brings opportunities to understand the functioning of the public machine, aiming at monitoring and analyzing its performance, including proposing actions to optimize the process and verify compliance with regulations, both by controlling agencies and by citizens. We discuss the opportunities for using process mining to promote public transparency through exploratory studies in two contexts: in the health area (considering the health product management process of the national health surveillance agency) and in the judicial area (considering lawsuit processes in the largest court in Brazil). Regarding the paradox which encompasses any technology (i.e., tools bringing both facilities and incongruences), we also discuss some potential challenges for the adoption of process mining for transparency in public administration as observed from the studies.
