The article has the underutilization of anti-corruption agreements at the municipal level as a starting point. Possible explanations for this phenomenon include Law nº 12.846/2013’s lack of regulation, the absence of a bureaucratic structure dedicated to the issue, and the incipient governmental culture of non-litigious solutions. In addition to the institutional difficulties, there are several challenges in negotiating anti-corruption agreements, mainly related to the delimitation of amounts to pay. In this scenario, institutional support and the dissemination of knowledge by the Office of the Comptroller General can potentially expand and consolidate a local culture of successful agreements.
