Integrity and ethics: problematizing the concepts in the context of brazilian federal public administration

The concept of integrity as both a value and organizational system in Brazilian public administration is examined. In its initial phase, it was presented as a value, or virtue, to inspire the conduct of public agents. From 2007 onwards, integrity systems emerged with features of organizational arrangements, but coexisting with integrity declared as a value element. This paper suggests the complementarity and integration of these two perspectives. It is also noted that the concept of ethics – an ethics management system – is contained in the public integrity system, contrasting with the greater scope of ethics in relation to integrity. The importance of integrity as a guiding value for public agents’ decision-making and action in discretionary contexts is emphasized. It is proposed that the effective assimilation of the concepts of integrity and ethics can occur through investments in educational actions.
