Gamification and public transparency: a proposal for an educational application for citizen involvement in Transparency Portals

Public transparency has been consolidated in Brazil as a constitutional principle and a fundamental public policy, driven by regulatory frameworks as well as by the expansion of Transparency Portals at different federal levels. Despite these institutional advances, the challenge of effective citizen appropriation of public information persists, as technical, linguistic, and cognitive barriers limit the qualified use of these portals. A review of national and international experiences demonstrates that gamification enhances engagement and civic learning by translating complex content into contextualized narratives, helping to overcome obstacles to digital civic literacy. In this context, this article proposes a gamified educational application called Transparentópolis, conceived as a conceptual prototype for citizen training in the use of Transparency Portals. The proposal is based on principles of gamification, problem-based learning, and digital civic literacy, using territorialized narratives and informational challenges to mediate the relationship between public data and social understanding.
