Conservation in conflict: the challenges to governance of conservation in the Brazilian Amazon from the perspective of environmental agents

This article aims to contribute to the debate on the challenges of environmental conservation governance in Brazil. It is assumed that, although the country adopts a governance model that presumes shared management of the territory and its natural resources based on Conservation Units (CUs), the high levels of socio-environmental conflicts faced by agents within these units may indicate that this management has deficiencies. This study aims to investigate how these agents have experienced these conflicts and analyze their relationship with the shortcomings in shared management, which is an essential element of environmental governance. The methodology is based on qualitative and exploratory research, using survey and interview techniques, along with content analysis for data treatment and interpretation of unstructured data. The actors selected for data collection are environmental agents from all 42 Integral Protection Conservation Units (IPCUs) of the Amazon biome, created until 2023. The results reveal that perceptions of structural and operational failures — such as institutional limitations, gaps in training, and power asymmetries in decision-making processes — are associated with greater difficulties in conflict resolution. Furthermore, these relationships are marked by nuances that should be interpreted considering the specificities of each UC. It is proposed that future studies explore and identify relevant issues related to environmental conservation governance, as well as the conditions necessary for the effective implementation of shared management and the impacts of these strategies on the handling of socio-environmental conflicts.
